Tender description
Prior Information Notice (PIN) We want Barnsley people to stay as healthy and independent for as long as possible and to recover from temporary periods of ill-health and other needs as quickly as possible. We believe everyone has potential to be as independent and live as full a life as possible. As part of its strategic plans to transform health and social care services across the borough, Barnsley Adult Joint Commissioning Team (acting as lead commissioner and working in partnership with the Barnsley Clinical Commissioning Group (BCCG)), will shortly be commissioning a range of new, cost effective services that promote personalisation and supports local people to achieve maximum independence in their own home. We are moving towards service models that focus on people's well-being outcomes and that clearly embed the principles of recovery, re-ablement and prevention of further need; an explicit move away from previous traditional models of care and support that have been largely based upon maintenance and prevention of deterioration. These locally delivered services will specifically support Barnsley communities and Barnsley individuals to maximise their independence and outcomes and reduce dependency where possible. The council wishes to share its vision and longer term aims and objectives for these new services and invites interested parties to join us at a market engagement event (details provided below). The event will provide an opportunity to network with other interested parties and organisations and also for you to share your input and insight with us. We want to have a closer relationship with providers, building trust to manage the support of vulnerable adults and develop approaches together. Below is a brief description of the tender opportunities the council will shortly be advertising. This includes an urgent procurement, under the Lighter Touch Regime, for which the Contract Notice is imminent. 1. A ‘Support to Live at Home’ (STLAH) Service which will provide both core and enhanced level home based support and personal care (historically referred to as domiciliary or home care) for all vulnerable adults, including (but not limited to): older people, people with a physical disability and/or sensory impairment (including people with an acquired brain injury), people experiencing mental ill-health, people with a learning disability, people with Autistic Spectrum Disorder (ASD) conditions and people with end of life care needs; older people will be the larger volume of those who need support. ‘Support to Live at Home’ in Barnsley is a new term to describe the support and care service in a person's own home. The new model will mark a change in culture, working practices and service delivery. We want to work with service users and carers and provider organisations, towards a shared vision where people who access services, experience good care and support resulting in the best possible outcomes. We want to work with providers who give personalised care and support and who actively promote self care, recovery and continue reablement journeys. The STLAH service model will be geographic — based on the Barnsley area council structure — with prime providers selected for each council area. 2. An Adult Community Support and Enablement Service (ACSES). This is also a new term in Barnsley which describes the services which will provide a range of support for vulnerable adults in their own homes who have been assessed as having specific support, recovery and enablement needs (that may include housing related support, personal care and support with health and well-being). Historically, these services may have been referred to as supported living or community support. These services will be for all vulnerable adults, including (but not limited to): older people, people with a physical disability (including people with an acquired brain injury) and/or sensory impairment, people experiencing mental ill-health, people with a learning disability, people with Autistic Spectrum Disorder conditions; although it is expected that adults with learning disabilities (including those with a dual diagnosis) will be the majority of service users. The ACSES Service will have three levels, standard, complex and specialist, reflecting the differing levels of services and the skills and experience and qualifications required to deliver them. The procurement model for ACSES is currently in the final stages of development and will likely be subject to further market engagement (further detail will be provided in the advertisement for this service). 3. A specific service for people with autistic spectrum disorder (ASD) and complex needs. Although part of the above overarching ACSES standard and complex services, there is an urgent requirement for this service, which is to support an already identified specific cohort of 5 people (possibly 6) in their own tenancies in a newly developed apartment block. This will have an earlier scheduled procurement timetable than the main ACSES service procurement and will be issued to the market through a contract notice within a matter of days. For the avoidance of doubt this PIN is nota call for competition. Future Development of the ACSES Service Intensive Enablement Service: As part of the ACSES service, we are currently in the early stages of developing the requirements for an intensive enablement service, which will support young people with learning disabilities coming through transitions and moving into adulthood and people with a learning disability in ‘mid-life’ transition, when parents are no longer able to maintain their carer role. The aim will be to provide focused intensive support to develop independent living skills, enabling better outcomes and reduced need for support in the future for individuals. Specialist Service: The ACSES service is also a response to the Transforming Care Programme. In 2015 NHS England, the LGA and ADASS published ‘Building the Right Support’. This places a responsibility on commissioners to develop community services for those people who without the right support may end up in a hospital provision and to support the timely discharge of existing long stay patients. The ACSES specialist level provision will meet the future support needs of this group of people who are or could be otherwise placed in services such as (but not limited to) very specialist residential provision, acute hospital settings (secondary mental health), secure hospital provision or assessment and treatment provision and who currently fall within the remit of Transforming Care. As this service is a shared strategic ambition of our local Transforming Care Partnership (Barnsley, Calderdale, Wakefield and Kirklees Clinical Commissioning Groups and associated Local Authority commissioners) and is part of a broader transformation plan, commissioners are currently exploring the concept of procuring the service across a wider geographical area. This work is currently in its early stages of development and is likely to be advertised later in 2016. Providers must pre-register for the event, including for the workshops. Only providers who have registered will be eligible to attend.
