Tender description

We are procuring an integrated alcohol and drug service for adults in Gloucestershire, to commence on 1st January 2017. The integrated service will work across a comprehensive full harm reduction , structured treatment and recovery pathway for the whole county. This includes needle exchange, assertive outreach, psychosocial interventions , integrated alcohol and drug arrest referral and other criminal justice interventions, alcohol and drug structured treatment and prescribing, inpatient services and access to residential rehabilitation Our vision for Gloucestershire's alcohol drug and recovery service is one which has ambition for sustained recovery and is visible and tangible for individuals ,families and communities. We are looking to work with a provider that shares that ambition and can deliver a service that meets the needs of Gloucestershire stakeholders. We recognise the harm caused by drugs and alcohol to individuals, families and wider communities and this service plays a central role in reducing that harm in Gloucestershire. Increasingly, we are particularly concerned with the impact on children of parental substance misuse. Guided by our Public Health commissioning priorities, which seek to ensure the best start in life, and by strong feedback from stakeholders, we want a service that has a greater focus on supporting and treating drug and alcohol using parents. Within the term of the contract we expect to include the addition of Family Drug and Alcohol Court (FDAC) services, which may be within the first year or subsequent years of the contract. The current service has already made great strides in this area and we want to build on this by integrating further elements of children and families services in this specification. The financial context for the Council, like the public sector in general, is challenging and, in this context, the service will need to manage increasing demand for treatment. This tender is conducted under the Public Procurement Regulations 2015 within Schedule 3 as services.
