Tender description

This is a Prior Information Notice (PIN) only: publication and call for competition will be conducted once scope of work is fully defined and approved. The UK's Department for International Development (DFID) intends to provide a package of technical assistance (TA) alongside financial aid to the Palestinian Authority (PA) over the next five years. The overarching goal of HMG in the Occupied Palestinian Territories is to make progress on a 2 state solution to the Israeli-Palestinian conflict. A viable PA that is a legitimate partner for peace is essential to achieving this goal, and the PA is the main provider of security and basic services in the OPTs. Subject to Business Case approval, DFID is proposing to provide financial aid and Technical Assistance to the PA in order to a) Maintain stability by preserving the viability of the 2 state solution and b) Strengthen the PA's capability and accountability, to improve fiscal stability and deliver basic services. DFID will provide TA to help strengthen PA core state systems and build PA capability and accountability. The TA component will include design and implementation phases, with an expected start date of January 2017. Indicative areas of support include: (i) Centre-of-government reform to strengthen policy, planning and communications; (ii) Public financial management (PFM) reform to underpin fiscal stability, and reduce the fiduciary and corruption risks associated with financial aid; (iii) Revenue reform, to strengthen tax enforcement and improve the business environment. The TA component will incorporate flexibility to respond to changes in the political context, and opportunities / demand for support in other areas of Public Administration Reform.
