CCTV System Replacement

Tender description

The current CCTV System in place at LSHTM is a hybrid of IP and analog (over encoders) system based on Genetec Omnicast 4.8 CCTV software. The system includes a total of 60 cameras of various types by different manufacturers. In which some of them are old close protocol systems that are tied to the software and are no longer supported or compatible by newer systems. This in particular our current range Verint cameras. The software itself has been withdrawn from the market early 2012 and currently is no longer supported by manufacturer, leaving it vulnerable to cyber-attacks. CCTV Server was purchased in 2008 during the system expansion. It is currently beyond time-to-live guidance provided by manufacturer and out of warranty. The current system is no longer fit for purpose as cameras in certain locations has been relocated and some of them have not been connected (for various reasons) since the deployment in 2006 and 2008. Most of the analog cameras are not providing sufficient footage quality to meet the identification procedure and standard requirements. Hence not compliance with CCTV code of practice and recommendations. The new CCTV system will allow us to reduce our maintenance costs and take effect measure for the code of practice relating to the use of the CCTV system and compliance with the Data Protection Act. The new CCTV system will further improve School security system in terms of crime and vandalism prevention along with development and enhancement of integration with Access Control System. The CCTV System should be able to use intelligent cameras to control egress and ingress from the School for Health & Safety and Fire Register. In addition introducing low light cameras to combat School current problem with people at our fire exit doors.
