Tender description

Hampshire County Council and its partners will be embarking on a procurement process to establish a multi-lot framework agreement for the provision of Marketing and Advertising Services. The indicative lots within the framework will broadly relate to the following services: Lot 1 — Recruitment advertising and related services; Lot 2 — Public notices advertising; Lot 3 — Graphic design; Lot 4 — Marketing services / media buying /programmatic; Lot 5 — Market research, opinion polling/consultation and audience panels; Lot 6 — Photography and filming. It is anticipated that this opportunity will appeal to wide spectrum of providers, including small medium enterprises within the Hampshire and neighbouring county boundaries. However, selection of tenders will be on the basis of the stated criteria as laid out in the contract notice and ITT to follow in June. HCC's current annual expenditure is in the region of 2 000 000 GBP, which includes projects undertaken on behalf of our local partners, Hampshire Constabulary, Hampshire Fire and Rescue Services, Hampshire Schools and Oxford County Council. This Framework, once established will also be available for use by other public sector organisations requiring external support for similar M&A activities in particular Hampshire Boroughs, Districts and Unitaries. The following time-scales are indicative dates and may be subject to change: Contract Notice/ITT issued — June 2016; Supplier briefings — June/July 2016; ITT submission date — Sept. 2016; Evaluation — September/October 2016; Contract award — November/December 2016; Mobilisation — January 2017.
