Tender description
This is a prior information notice (PIN) only: publication and call for competition will be conducted once the scope of work is fully defined and approved. Over the next 10 years the UK's Department for International Development (DFID) will provide up to 135 000 000 GBP(subject to subsequent approval process) to: i. Lift 2 000 000 people out of extreme poverty through an integrated package of livelihoods, markets, nutrition and social development support in selected part of Bangladesh that are climate hotspots; ii. Support the development of national institutions and systems to deliver the public and private services the extreme poor require to become resilient and prosper. The programme's core components, including the main livelihoods component, will be delivered through direct awards to two not-for profit delivery partners (the total budget for this will be up to 99 000 000 GBP).In addition we would contract a commercial Service Provider (SP) to: — Manage a Project Coordination Unit to support the DFID programme task team in the management and coordination of the programme. This will include convening programme governance and coordination structures; conducting routine monitoring activities; and quality assuring implementing agencies accounting, auditing, and reporting activities. The SP will also provide technical assistance to implementing partners and relevant government agencies on demand. — Provide Fund Management service for four sub-components. These are: issuance and management of sub-contracts for (a) a Market Systems component and (b) a Policy and Advocacy platform to appropriate downstream implementing agencies; design, manage and monitor the funds disbursed to Government of Bangladesh (GoB) agencies for (c) pilot scale-up of GoB life-cycle grants and (d) a component supporting local government to provide more effective services to the extreme poor.
