Tender description

Pre Qualifying Questionnaire (PQQ) Requirement SEPD and SHEPD manage the area network for power distribution for southern, central England, and Scotland, and SHET manages the transmission network for Scotland, together the Area Network (AN). This PQQ is for LiDAR services, including but not limited to: — Comprehensive LiDAR survey of the existing AN*. — Accurate reproduction of the surveyed AN data to be presented in a digital interactive 3D mapped environment. — Interrogation of data in order to allow prioritisation of work across the AN ensuring effective risk mitigation. This will enable field staff to attend highest risk locations first in order to make relevant changes i.e. cut trees or change height of overhead lines. — Accurately map all AN overhead lines in 3D, so as to identify conductor clearances to any potential obstructions such as vegetation, and conductor to ground clearance (conductor sag). — Additional analysis/ presentation of LiDAR data in database format. — SEPD require a LiDAR survey over the AN (pictured overleaf). The network contains circa 32 000 km of overhead lines and covers a geographical area of approx. 60 000 km2. SEPD intends to engage 1 contractor for the delivery commencing summer 2016 for completion of LiDAR survey of AN by end of September 2016, with publishing of the LiDAR data by region. It is intended that a framework of services shall be agreed. Scope of Services High level scope of services to include but not limited to: — Initial LiDAR survey of entire AN; — Subsequent AN Lidar surveillances, frequency to be determined; — Identification and prioritisation of vegetation intrusions according to risk on the OHL network; — Identification and prioritisation of conductor clearance issues according to risk on the OHL network; — Provide a method of visually displaying LiDAR data on an interactive 3D model at a level that is sufficient for desktop analysis; and — Provide a method to analyse and structure LiDAR data using a risk based approach for effective work package creation that will save on operational expenditure vs current methods.
