Tender description
Introduction: The Courier category forms part of the newly formed Information Content Management (ICM) Category within Crown Commercial Service (CCS). The priority for ICM over the next 12 months will be to work extensively with the market and customers to set out the strategic direction for this new category. Recognising market advancements and the challenges being faced by public sector customers ICM will be seeking to develop ‘integrated’ commercial solutions, which incorporates a combination of (Managed) Print, Post, Courier, Records Storage, Multifunctional Devices (MFDs) and Office Supplies category services. These solutions will form part of the overall ICM commercial offerings, which will continue to include Framework Agreements for the specific category areas. ICM Courier Services: The ICM Courier category recently undertook an extensive stakeholder review looking at customers Courier requirements resulting in the production of the Courier ‘go-to market’ category strategy. By combining the requirements of the current RM963 Dedicated Courier Network, RM1006 National Courier Services and RM1008 Seasonal Courier Framework agreements into 1 new framework. CCS aim to provide customers with a market leading commercial solution for their total Courier requirements, to drive value, benefits and savings for the public sector and to support customers through digital transformation. Stakeholder engagement confirmed that there is an intrinsic requirement across the customer base to deliver General Courier Services and encompass digital requirements for customers at different stages on their digital journey. The purpose of this Prior Information Notice (PIN) is: 1. Give advance notice that Crown Commercial Service (CCS) as the Contracting Authority, is working in collaboration with YPO (to be referred to as the ‘Client’) to consider undertaking a tendering exercise to set up a new contracting vehicle (framework agreement ) including a DPS Solution to service Public Sector (including Central Government Departments and Wider Public Sector organisations) including but not restricted to, Central Government Departments, Arm's Length Bodies(ALB's), Non-Departmental Public Bodies (NDPB's), NHS Bodies, Local Authorities, Emergency Services and Educational Establishments who have a need for courier services. Any Public Sector Organisation (Government Departments, Executive Agencies, Non-Departmental Public Bodies and Client Organisations, Local Authorities, NHS Bodies, Emergency Services, Educational Establishments or other Wider Public Sector Organisation) who upon reading this Prior Information Notice has a General Courier Services requirement should contact Crown Commercial Service: courierservices@crowncommercial.gov.uk to ensure their requirements are accurately reflected in any resulting OJEU and the tender documents. This framework will replace RM1006, RM1008 and RM963. 2. Gauge the market interest in this procurement. 3. Identify suppliers who would like to participate in an Industry Day event. This will explain the business requirements, current procurement strategy in more detail and the intended outcome. It will provide an opportunity for suppliers to engage, ask questions and to seek feedback. The Industry Day event will take place on 10.5.2016 in Manchester at Manchester Civil Justice Centre.
