Tender description

Guy's & St Thomas' NHS Foundation Trust (as host of the NHS London Procurement Partnership) is seeking to establish a Framework Agreement for the provision of a Nutrition Supply Service both in secondary care and / or community environment (home-care delivery service) for adults and paediatric patients. There will be requirement to support the framework for the whole period with the provision of nursing and/or support staff to provide a complete service. The Nutrition Supply Service is structured to offer participating authorities flexibility & choice. It shall be a matter of judgment for the participating authorities to decide which particular lot(s) are most appropriate to meet their specific requirements, to best deliver their business needs. Included is the provision of enteral feeds, including (but not exclusive to) tube feeds, sip feeds / oral nutritional supplements, consumables, support (nursing/training) services, supply and maintenance of pumps in an acute setting and consumables, home-care delivery, supply and maintenance of pumps and support (including nursing/training) services in a community setting (Lot 1); and the provision of tube feeds, consumables, support (including nursing/training) services, supply and maintenance of pumps, consumables, home-care delivery (Lot 2). The Nutrition Supply Service Framework Agreement is being established on behalf of other contracting authorities, and to that end, the following contracting authorities may use the Framework: (1) Members of the London Procurement Partnership (LPP), found at the following link and as updated from time to time to reflect new members: http://www.lpp.nhs.uk/about-lpp/our-members, (2) Plus any other NHS/Public Sector bodies located in England, Wales, Scotland and Northern Ireland, subject to the approval of LPP, including but not limited to Acute Trusts, Foundation Trusts, Clinical Commissioning Groups, Ambulance Trusts, Care Trusts, Hospital Trusts, Mental Health Trusts, Community Health Trusts, Special Health Authorities, Health Boards, NHS Commissioning Boards, Commissioning Support Units and other health organisations (Wales, Scotland and Northern Ireland), Health and Social Care Trusts (Northern Ireland), Community Health Councils, Local Health Boards, Social Enterprises, NHS Collaborative Procurement Hubs/Organisations, GP Practices, Primary Care Commissioners, Department of Health, Public Health England and Local Authorities (where Local Authorities are engaged in the provision or commissioning of health related services, for example (but not limited to) the fields of healthcare, social care, early years care and public health). This Nutrition Supply Service Framework will enable participating authorities to undertake direct awards or conduct further competitions as and when their organisation's requirement arises. The Nutrition Supply Services are given in the Lots listed below. Suppliers will submit responses based on their experience and capabilities in the Lots. Suppliers are at liberty to tender for any or all of the Lots. — For clarification please note that suppliers can only be selected for any direct awards or further competitions based on the specific lots that they have expressed interest for and consequently been awarded to the Nutrition Supply Services framework Agreement. For example, a supplier who has only been awarded to Lot 2 of the Nutrition Supply Service will not be eligible to participate in a direct award or further competitions for Lot 1. The Nutrition Supply Service Lots to be included in the Framework Agreement are: Lot 1 — ON FP10 Prescription Management arrangements (i.e. excluding FP10 requirements in Community). Lot 2 — OFF FP10 Prescription Management arrangements (including tube feeds in Community) In applying for a position on the Framework for any or all of the Lots suppliers will need to ensure that they can provide all the services covered by the Lots (either directly or through the engagement of sub-contractors). The successful supplier(s) are expected to be innovative and forward thinking. The framework is expected to commence in July 2016 for a term of forty eight (48) months. o Scope flexibility TUPE of existing staff may apply to the further competition exercises undertaken following award of the Framework agreement. The LPP wishes to receive requests to participate from suitably qualified healthcare suppliers experienced in healthcare and nutrition supply service provision with the necessary financial standing, capacity and capability (or a demonstrable ability to provide the necessary capacity and capability) to provide the supplies and services falling within the scope of this procurement. Further information regarding the scope of the project and the procurement process is available in a separate Invitation to Tender (ITT) including the timetable and structure of the procurement. The ITT can be accessed from www.lppsourcing.org The LPP is willing to consider requests to participate from consortia (see section III.I.3 below). Interested organisations must register for this procurement using our e-tendering portal www.lppsourcing.org and will then be able to download a copy of the ITT. Formal requests to participate must be made by the completion and return of the ITT by the ITT response deadline set out in section IV.3.4.
