Tender description

St Helens Council wish to procure a community based substance misuse (drugs and alcohol) integrated, recovery orientated treatment service (adults). The vision for the people of St Helens is to have a thriving community where health and well-being is part of a borough that is well, economically, socially and environmentally; where the harms caused by substance misuse is prevented and reducing and where people who are affected by substance misuse can have the support that they need in a timely, effective and responsive way. The service that contributes to this is: — Prevention Focused; — Well-being Centred; — Co-produced; — In line with the St Helens Health and Well-being Strategy and St Helens Plan. In recent years, St Helens Council and key partners such as the Clinical Commissioning Group, have made significant investment in high-quality, modern, recovery orientated alcohol treatment services to ensure that there are options for local people to break free from drink and drug related harm; this involves not only addressing the drinking behaviour but also addressing the underlying causes of alcohol and drug misuse. Whilst there has been considerable success to date, there is still a long way to go and our goal is now to reach out to communities and engage at scale and pace; reaching those who could benefit from support but who may be reluctant to approach a service. The service will seek to prevent further harm, provide systems leadership and address the wider determinants of health. Bidders must show how they have co-produced their bid with service users and how they will continue to design and deliver the services should they be awarded a contract. Bidders must meet the following criteria: — 3 years minimum experience of delivering services for community based substitute prescribing (drugs) and community based alcohol detoxification which have met the needs of dependent service users (both drugs and alcohol). — Care Quality Commission (CQC) registration to provide detoxification services. — CQC registration as appropriate for any relevant subcontractors / consortia members. — A current Controlled Drugs Licence with an associated Accountable Officer. — A robust Business Continuity Policy specific to a detoxification service for drugs and alcohol. — An organisation whose core business aligns with the objectives of this contract. — Electronic capability to securely and efficiently undertake a number of associated business and patient activities. — Effective policies, procedures and working practices to help ensure secure and efficient management of data and information. — Effective safeguarding policies, procedures and working practices to keep people safe. — A sound economic/financial standing. — Bidders must show how they have co-produced their bid with service users and how they will continue to design and deliver the services should they be awarded a contract. — Admitted body status or pension arrangements accompanied by a GAD certificate are essential and this applies to all prospective bidders.
