Tender description

In July 2015, The Utility Regulator (UR) published its Decision Paper on the introduction of Contestability in Connections in Northern Ireland as part of an on-going consultation process. Currently all connection offers are made by either the Transmission System Operator (SONI) or Distribution Network Operator (NIE Networks). Contestability in connections has been established in RoI and GB. The UR has identified that there may be an opportunity to introduce competition into connection activities within the industry and offer choice to customers. Activities that competitors could undertake are described as ‘contestable’ and those that can only be carried out by the SONI/NIE are referred to as ‘non-contestable’. Some services may be considered non-contestable by SONI/NIE for technical or safety reasons. In response to this changing environment, NIE has established a Business Transformation Programme with the aim of evaluating and transforming its Connections business by December 2016. This period may be extended, depending on the scope of activities to be undertaken. NIE Networks will require assistance from experts to assist its staff with the preparation of the introduction of contestability, and to respond to associated questions and consultations from the UR. The primary objective underpinning the procuring of this panel is to ensure NIE Networks has access to the appropriate expert resource, as and when the need for such a resource arises.
