Tender description
The purpose of this tender is to procure a regional e-recruitment solution taking the form of a new careers and jobs website linked to Applicant Tracking Systems. There is an ambition to make this a destination jobs board website for public sector jobs in North West England, showcasing the range of opportunities, careers and unique challenges involved in working in the public sector in the region. The solution adopted will meet the original key drivers and objectives achieved through the existing collaborative e-recruitment solution but must also address a number of new key requirements and opportunities. The contract will be divided into 2 lots — 1 for a Careers Website (Lot 1) and the other for an Applicant Tracking System (Lot 2). The e-recruitment solution will enable constituent bodies of the Association of Greater Manchester Authorities (AGMA), Associate AGMA member authorities and other public sector bodies in North West England to meet their e-recruitment requirements. The contract will be divided into two lots — one for a Career and Recruitment Website (Lot 1) and the other for an Applicant Tracking System (Lot 2). The e-recruitment solution will enable constituent bodies of the Association of Greater Manchester Authorities (AGMA), Associate AGMA member authorities and other public sector bodies in North West England to meet their e-recruitment requirements. AGMA have used a collaborative jobs board and recruitment back office system called ‘Your Council Jobs’ at https://www.yourcounciljobs.co.uk/ since 2010. The website has a hit rate of approximately 1 500 000 unique users a year and over 10 000 job adverts were placed last year with over 100 000 applications received. As well as the original collaboration of organisational bodies, other employers place their jobs on the website. The current solution is an all in one system comprising a fully branded customer facing website, jobs board and application portal, and a bespoke vacancy management back office function. The original key drivers for the implementation of a collaborative e-recruitment solution were to harmonise and standardise recruitment and selection activity across AGMA, to offer a one-stop shop for AGMA vacancies and a standardised application process, and the reduction of advertising costs. On building and developing on original objectives the new e-recruitment solution must meet a number of new key requirements and opportunities including flexibility and capacity to support the extension of a recruitment service to strategic partner organisations, accessibility of both the website and back office via mobile platforms, and the capacity to generate revenue. Further details regarding these new requirements and opportunities are available in the Invitation to Tender documentation. In relation to the needs and requirements required under this Lot (Lot 1 — Careers and Recruitment Website) applicants are directed to the Invitation to Tender document which detail the mandatory requirements with regard to the General System and Security and the Jobs Board requirements of the solution. Applicants will also need to provide a Compliance Statement in relation to the Website, Jobs Board, Account Management and Analytics, and Security and Information Governance. Method Statements will be needed in relation to Implementation, Working with Applicant Tracking System (ATS) providers, Creativity, Account Management Including On-Going Technical Support and System Development, Technical and Hosting, Experience, Exit Plan, and Security Information and Governance. It is envisaged that the contract shall run for an initial period of 4 years with the option to extend for two further periods of 2 years each. In relation to the needs and requirements required under this Lot (Lot 2 — Applicant Tracking System), applicants are directed to the Invitation to Tender document which detail the mandatory requirements with regard to the General System and Security, Front-End Website/Portal, Application Process, Vacancy Management, Talent Pools, Reporting/Management Information, Help/Support and Integration requirements of the solution. Applicants will also need to provide a Compliance Statement in relation to the Front-End Website/Portal, Setting up a Recruitment Event, Application Process, Vacancy Management, Talent Pools, Reporting and Management Information, Help and Support, Integration, and Security and Information Governance. Method Statements will be needed in relation to Implementation and Transition, Working with Website Providers, Account Management Including Technical Support and System Development, Technical and Hosting, Experience, Exit Plan, and Security and Information Governance. It is envisaged that the contract shall run for an initial period of 4 years with the option to extend for two further periods of 2 years each.
