Tender description

1.1. The Council is seeking to appoint, on behalf of the Community Equipment and Adaptions Services (CE&AS),a service managed by the City of Edinburgh Council and West Lothian Council, on behalf of their Integrated Joint Boards and other Integrated Joint Boards which includes City Of Edinburgh Council, Midlothian Council, East Lothian Council and NHS Lothian, a Prime Contractor as a strategic partner to provide the following goods and services: — The supply of Assisted Living Equipment for adults and children with complex health and care needs — The installation, servicing, maintenance, call outs, storage and repair of equipment regulated under the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER 1998) including but not limited to stair lifts, lifting hoists,and slings. — The installation, servicing, maintenance, call outs, storage and repair of equipment regulated under the Provision and Use of Work Regulations (PUWER 1998) including but not limited to community care beds, pressure care products, specialist seating, powered bidet toilets and specialist bathing equipment — The upholstery of specialised seating The CE&AS is a joint venture which manages equipment and adaptations provision by ordering goods and services directly, storing, issuing and delivering equipment, including reconditioned equipment, to the constituent Authorities. The CE&AS undertakes this role on behalf of the City of Edinburgh Council, Midlothian Council, East Lothian Council, NHS Lothian and West Lothian Council and their respective Joint Boards (‘Entitled Authorities’). The departments of Health and Social Care and Children and Families of the respective Councils provide equipment and adaptations, which aim to meet the needs of people with illness or disability, enabling them to remain at home and in all aspects of daily life, be as independent as possible. The exclusion from the scope of this contract relates to West Lothian Council's service provision for the supply, installation and maintenance of stairlifts. West Lothian Council's in house team will also service all mattress elevators, pillow lifters, bath hoists and all specialist seating. The Contractor will be required to provide holiday cover for servicing and repair which is approximately 30 services or breakdowns per week over six weeks. The scope exclusion for the City of Edinburgh would be the repair of bath lifts. The provisions and terms of this contract may be extended to other Councils wishing to participate as an Entitled Authorities to this contract. The Council shall reserve the right to periodically remove or vary or add to any of the equipment and attendant services as required in response to service user's assisted daily living needs. A site visit has been scheduled for Tuesday 10.5.2016 for the purposes of tenderers to take account of current operational processes and conditions at both the Community Equipment Stores, Edinburgh and West Lothian Council Community Stores, Livingston. The Entitled Authorities may also procure Goods and Services directly from the Prime Contractor. Contracts in substantively identical terms to the Contract shall also have effect between the Prime Contractor and each Entitled Authority and in respect of such contracts, where there are references in the Contract to the City of Edinburgh Council, these references shall be read and construed as references to the relevant Entitled Authority. The Prime Contractor will be permitted to appoint sub-Contractors and establish the necessary supply chain to meet the obligations set out under this Contract. The Contract period is for two years with an option to extend for two periods of 12 months each subject to the requirements of the partnership. Under the terms of this contract the successful contractor will be required to deliver Community Benefits in support of the Council's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: At a minimum, 2 modern apprenticeships per year in, but not limited to, mechanical or electrical engineering or alternatively business support (priority given to local authority looked after and accommodated children) and at least 2 of the community benefits listed below; — Support to community organisations within the localities served by this contract which has the purpose to provide support or assistance to disabled, disadvantaged and/or vulnerable groups within the localities served by this contract — Targeted recruitment and training e.g. jobs, training, work experience, job shadowing opportunities with priority for Looked After and Accommodated Children due to leave school or care leavers — Supported employment for people with disabilities or other disadvantaged groups — Mentoring — suppliers offering support and guidance to local organisations and individuals — Promotion of certain supply chain subcontractors (SMEs, social enterprises, supported businesses, Third Sector Organisations) — Community enhancement — resources provided for community facilities (e.g. playgrounds, habitat enhancements, environmental improvements) and initiatives (e.g. energy efficiency) — Outreach and education opportunities within the community to those associated with or impacted by the types of service provided e.g. promoting careers in construction and trades or care and support to local schools The contract go live date is anticipated to be 1.10.2016.
