Tender description
The City of Edinburgh Council (the Council) intends to tender for up to 5 (five) contractors for appointment to a Framework Agreement for the Contingency Receipt, Bulking and Transfer of Waste. The contract is scheduled to start 20.11.2016. This contract does not include food waste. It is anticipated that the Framework Agreement will endure for a period of 2 years with 2 possible extension of up to 12 (twelve) months each undertaken at the sole discretion of the Council. The Council currently processes approximately 125 000 tonnes of mixed municipal solid waste per year through its Powderhall Waste Transfer Station the majority of which goes via rail to landfill at Dunbar. These activities generate up to 200 vehicle movements per day at the Council's Powderhall Waste Transfer Station. The Council wishes to put into place a Framework Agreement to act as a contingency arrangement to safeguard the continuation of these functions in the event of Powderhall Waste Transfer Station becoming inoperable or inaccessible. Were this to occur contractors appointed to the Framework Agreement would become involved in the reception, stockpiling and transport to landfill at Dunbar or such other site as the Council nominates of municipal solid waste. The majority of the municipal solid waste would be delivered already compacted in refuse compaction vehicles. However, some bulky items and street litter would be uncompacted. Since the purpose of the Framework Agreement is to safeguard against unforeseen failure of the Council's arrangements, it is likely that any use of the Framework Agreement would be at short notice and require an immediate response. It is also a possibility that the Framework Agreement will never be utilised.
