Tender description

West Lothian Council seeks to establish the Provision of Rural Roads Verge Grass and Hedge Cutting Services with a number of suppliers to cut and trim grass verges on rural roads and hedge trimming throughout West Lothian. Lot 1 Rural Roads Verge Grass Cutting Services requires each grass cutting cycle should be completed within an 8 week period unless otherwise agreed with the engineer. This will require the provision of 2 tractor mounted flails or similar with drivers/operators, operating simultaneously, 1 tractor covering the North area and the second tractor covering the South area. Lot 2 Rural Hedge Cutting Services requires machinery and operator(s), at the beginning of the hedge-cutting season (Autumn), for all rural hedges shall be cut cleanly and evenly over the full extent of the surface as described in the specification. The cut shall remove the last years growth as near as possible unless instructed otherwise by the engineer. Contractors shall comply fully with the requirements of Chapter 8 of the Traffic Signs Manual published by HMSO on behalf of the Department's of Environment and Transport and to include all traffic, public and personnel safety measures detailed therein. The framework agreement will run for 4 years from date of award. The Framework Agreement is divided in to 2 Lots; Lot 1 Rural Roads Grass Cutting and Lot 2 Rural Hedge Cutting Services. The Tenderer is invited to bid for any 1 lot or both lots if desired. Schedule of Prices and Rates shall be fixed for the first 12 months of the Framework Agreement, thereafter the Authority shall amend the price based on the annual CPI indexation. West Lothian Council is committed to maximising Community Benefits from its procurement activities. Under this procurement, the contractor, and its supply chain, will be required to support the authority's economic and social regeneration objectives. Accordingly, contract performance conditions may relate in particular to social, economic and environmental considerations.
