NOTE: This notice was updated on 15 April 2016 for the following reason: Correction to the returns date.Castle Point Regeneration Partnership Essex County Council and Castle Point Borough Council April 2016 Brief for Specialist Support: Cost Consultancy and Employers Representative (Pre -Construction) 1.Background The Castle Point Regeneration Partnership (CPRP) is a range of local organisations working together to improve Castle Point through long term regeneration. The Partnership is determined to deliver significant change through the revitalisation of one of its principal town centres, Hadleigh South Essex, to ensure that it meets the future aspirations of some 18,000 residents. Hadleigh Town Centre has been identified to be in need of intervention for some time as it is considered to be at a ‘tipping point’ between being recoverable and being in long term genteel decline. The town suffers from a stagnant retail offer, increased car dominance, loss of leisure facilities and a dwindling town centre population. It provides an uninspiring heart for the local community and is ‘torn in two’ by the A13. The Regeneration Partnership wishes to create a compact vibrant town centre with improved amenities, retail and leisure facilities that form an attractive focus for investment particularly from service industries. The cornerstone of this programme is the redevelopment of a key underutilised site in Hadleigh Town Centre wholly owned by the public sector partners: The Hadleigh Island Site. A Development Brief for the Central Island Site was produced to entice developers to express an interest in the site. A copy of that Brief accompanies this Consultants Brief. Following a protracted procurement process, Hollybrook have been selected as the preferred private sector development partner for the scheme. Hollybrook have produced a first class scheme that has strong political support as they are intending to provide a new town square encased by modern community buildings including a new library to be owned and retained by Essex County Council. However there is a requirement for some degree of value engineering and adjustments to the proposed development if it is to be brought within acceptable financial boundaries.
