This is a Prior Information Notice (PIN) only: Publication and Call for Competition will be Conducted once Scope of Work is Fully Defined and Approved. The UK's Department for International Development (DFID) is considering the procurement of a programme of support to ‘Strengthening Government capability for delivery in Punjab’ (SGCDP). This will be a sub-component of the existing ‘Sub-National Governance Programme’ in Pakistan. If approved, it is anticipated the SGCDP would be expected to mobilise in the next 12 months, and would be perhaps a 2 year contract. The unique political and economic environment in Pakistan makes this a particularly exciting programme for both DFID and our supply market to work on. The Special Monitoring Unit (SMU) was established in 2014 to strengthen government performance in priority sectors, enabling the Government of Punjab to more effectively focus on delivering improvements in service delivery for its citizens. We would be seeking a service provider to implement the SGCDP. We might expect the SGCDP to carry out functions not limited to, but including: — Provision of technical advice and support to the Special Monitoring Unit as they strive to become an independent delivery unit — Facilitation of knowledge and skills transfer with the Special Monitoring Unit and the coordination of effective capacity development in the wider Government — Encourage collaboration and communication between the Special Monitoring Unit, DFID and the relevant government departments.
