Mid and East Antrim Borough Council is governed by a statutory framework which incorporates legislation emanating from central government. The enabling legislation which empowers Councils to provide a Dog Control Service, is the Dogs (NI) Order 1983. This order states that every Council shall within its district enforce the provisions of the Order and for that purpose, the Council shall establish and maintain a Dog Pound, or make arrangements with any person who keeps kennels which are approved by the Department, for the use of the kennels by the Council on such terms and conditions as may be agreed. Mid and East Antrim Borough Council is committed to the delivery of a comprehensive dog control service that will protect the public and other animals from attack and annoyance by dogs, and promote responsible dog ownership through education and enforcement initiatives. For that purpose, the Council requires the provision of suitable kennelling arrangements for all stray/impounded and unwanted dogs. Due to the size of the borough and in order to best facilitate our citizens, Mid and East Antrim Borough Council is seeking dog kennelling provision in 2 parts of the borough; ‘Mid Antrim’ and ‘East Antrim’.
