Housing related support is an approach that helps to prevent homelessness and provides people with the tools and skills to move to and maintain independent living in their community within the borough of North East Lincolnshire, reducing reliance on statutory services such as costly health and social care interventions. The support needs may be of low, medium or high level and will be offered in supported housing, accommodation based such as hostels or floating support to people in their own accommodation regardless of tenure. It is also provided as a means of addressing emergency situations, e.g. domestic abuse refuge and homeless accommodation. Lot 1 — Accommodation based and floating support for people with offender history: Support services based in a residential-type and not in dormitory-type environment, for people with offender history. This service must deliver immediate wrap-around support and liaison with probation-related services and will ultimately lead to a less intense floating support. Clients in this group may include those where offending history prohibits successful independent living or move on. Lot 2 — Accommodation based support for people with multiple, severe and complex needs: High level support services based in accommodation suitable for individuals (i.e. single people) with a propensity to exhibit chaotic behaviour which can come with risks, for example the risk of arson. Clients are likely to have been evicted from other providers' provision due to poor behaviour which may be a barrier to successful independent living. Lot 3 — Accommodation based support for people with general multiple needs: Medium level support services based in accommodation suitable for individuals with general multiple needs i.e. support services based in a residential-type and not in dormitory-type environment, for single people and offering a range of interventions aimed at improving independence and well being. The client group will be predominantly aged 25 or over, however, the council reserves the right to place clients of any age in this service should service demand require it. Lot 4 — Accommodation based support and floating support for people experiencing domestic abuse: The definition of domestic abuse is the abuse of 1 partner within an intimate or family relationship. It is the repeated, random and habitual use of intimidation to control a partner. The abuse can be physical, emotional, psychological, financial or sexual. Anyone forced to alter their behaviour because they are frightened of their partner's reaction is being abused. Accommodation based support for women and children experiencing domestic abuse and floating support for all people and families experiencing domestic abuse. Lot 5 — Accommodation-based support for young people: Accommodation based support for young vulnerable clients. To support young people to acquire practical, daily life knowledge and skills to live independently and access mainstream services where education and training must be encouraged and enabled. Clients will be under 25 years of age but the council reserves the right to place clients of any age in this service should service demand require it. Lot 6 — Floating support for young people: Clients will be vulnerable with complex needs. Education and training must be encouraged and enabled. Support is to focus primarily on life skills, raising aspirations and self-confidence. Clients will be under 25 years of age but the council reserves the right to place clients of any age in this service should service demand require it. A proportion of this client group may consist of young people recently having left a care environment. These clients may have been ‘looked after children’. Lot 7 — Floating support for Single People and Families: Clients will be vulnerable and have complex needs. Clients may have families to support as well as themselves. Support is to focus predominantly on life skills, raising aspirations and developing self-confidence. The client group will be predominantly aged over 25 years, however, the council reserves the right to place clients of any age in this service should service demand require it. Other services, such as parenting skills, must be pro-actively sign-posted using robust referrals. Floating support may be delivered in shared housing which the provider may provide as a stepping stone from accommodation based support to floating support or delivered in the client's own accommodation. Lot 8 — Floating Support for Older People: For older people the importance of maintaining their independence, living in their own home and feeling valued is of significance to them. This lot is established for people over 65 years of age, and is subject to review following changes in NICE guidance or legislation. however, the council reserves the right to place clients considered comparable. What is required is greater promotion of prevention and early intervention activities for people aged over 65. We are trying to shift away from a dependency culture to promoting independence and self-help. There is a body of evidence nationally that indicates that this will delay the point at which people need access to health and social care services. To achieve this we want to: — Develop a new sense of community in which older people are valued, and good neighbourliness is the norm, where older people meet together to develop and deliver their own community life in their own neighbourhoods; — Encourage and support older people to be active in their local communities, promoting community resilience and self-reliance. We want to achieve communities where every older person has someone to talk to, someone who cares about them, and nobody is lonely or isolated; — Ensure that every older person is supported so that when any older person is in danger of isolation, they will be able to access the personalised professional help they might need to enable them to retain or regain their independence and sense of being in control of their own lives; — Give older people control over what services are delivered in their community, when and how. Clients are likely to be vulnerable and have complex needs. Clients are to be supported to maintain independent living and to promote socialisation to reduce loneliness and isolation. The client group will be predominantly aged 65 or over, however, the council reserves the right to place clients of any age in this service should service demand require it. Lot 9 — Floating Support for People with Mental Health Needs: Clients will be vulnerable with complex needs. Intense support is required to facilitate well being and recovery. Clients will be pro-actively sign-posted using robust referral pathways to other specialist services.
