Tender description

Liverpool City Council will shortly be tendering for its new Help to Live at Home Service. This new care service will combine the current provision of Personal Care Services (domiciliary care) along with any day or community support opportunities particularly aimed at older people. The aim of this new service is to ensure that the most vulnerable citizens living within the city receive a more flexible, responsive, person centred service that helps them to remain living at home safer for longer. Liverpool City Council is looking for a number of care providers to be able to deliver their Help to Live at Home Service. It is felt that by utilising the latest technology solutions both Liverpool City Council and the service users that it supports would benefit by: — Improving the quality of both the type of care being offered and the Help to Live at Home services in general — Improving individuals' life, health and well-being, giving people increased control and assistance with everyday living — Increasing, improving and promoting service user independence, promoting self-help, reducing reliance on services and helping people to remain in their own homes for longer — Ensuring services are safer, more cost effective and efficient, with better use of resources — Meeting the increased pressures on services as the demand for social care increases — Assisting with the preventative agenda so there is less need for more longer term care and support packages — Helping with the integration between both health care and social care — Improving communication amongst service delivery partners — Making services more accessible to service users An event has been arranged for Tuesday 19th April at Anfield Stadium, Liverpool Football Club, Anfield Rd, Liverpool L4 0TH United Kingdom. The aim of this event is to bring together both technology companies and care providers interested in joining forces to deliver a range of Help to Live at Home Services within the city of Liverpool. We are looking for technology companies that can assist in the following areas: — workforce management — lone worker protection — compliance management — networks of care — assistance with daily living tasks Further details of this Event will be posted shortly onto The Chest e-tendering portal: https://procontract.due-north. com As digital technologies are the basis for the improvement of the procedure, the awarded bidder must guarantee the technological renovation and incorporation of new technologies that may arise during the duration of contract. Through this tender FGS intends to test and validate the European Specification Template (EST), a flexible template for procurement, which can be used across Europe to promote cost-effective commissioning of health services, enabling the implementation of innovative care models for elderly people through the support of digital technologies. The EST is a key output of the STOPandGO project. The EST is available, in English, at the following link: http://stopandgoproject.eu/est/ STOPandGO (Sustainable Technology for Older People — Get Organised) is a Public Procurement of Innovation (PPI) project co-founded by the European Commission under CIP-ICT-PSP-2013-7 (www.stopandgoproject.eu). Its purposes are: — To develop the European Specification Template, i.e. a set of European guidelines to define and manage public tenders for the procurement of health and social services enhanced by digital technologies that will enable the implementation of innovative care models for elderly people; — To ensure that commissioned services are innovative, or based on existing technologies that are to be utilized in a new and innovative way; — To test and evaluate the procurement process through a set of co-founded tenders launched in 4 different countries: Italy, Spain, United Kingdom, Netherlands; — To produce a final report and a release of the European Specification Template (EST) usable in any European Regions to support the strategies described in the ‘Strategic Implementation Plan’ of the European Innovation Partnership on Active and Healthy Ageing (EIPonAHA). In order to come to a complete definition of the tender, in-line with the requirements of the PPI instrument, an Open Market Consultation (OMC) is held prior to the actual tender processes taking place. The purpose of the OMC is: — To inform about the tender process, in order to achieve the widest participation of interested parties; — To learn about quality and technical characteristics of the proposed solutions on the market; — To allow interested parties to provide comments and suggestions considered useful for the contracting authority in preparation of the tender. Please note that this consultation does not oblige FGS to award the contracts proposed, nor sets limits to the content of the tender.
