Tender description
This PIN is issued to give notice to the market that NDHT intend to issue invitations to confirm interest if it is successful in its tender as primary provider for the provision of community based support and personal care in Devon (to be known as Living Well at Home). Devon County Council (DCC), NHS NEW Devon Clinical Commissioning Group (CCG), NHS South Devon and Torbay CCG, and Devon Partnership NHS Trust, have a let a tender for a primary provider to deliver/arrange personal care in Devon, and NDHT have submitted a bid to become a Primary Provider You are made aware that this notice in no way suggests that DCC or any other commissioning body has made a decision about the award of contract, and is solely a pre-emptive gesture by NDHCT to alert the market to a possible opportunity. On 18.3.2016 DCC will let all bidders know if their tender has been successful or unsuccessful and, if successful, for which zone(s). If successful (in all or any zones), and after the mandatory standstill period, NDHT will in turn issue a tender for a framework agreement with multiple providers for a period of 5 years with the option to extend for a period of up to 24 months. The contract is for the provision of community based support and personal care in Devon (to be known as Living Well at Home) possibly covering 8 geographical zones. NDHT will not directly deliver care, but if successful in their bid will be a ‘Neutral Master Vendor’ contracting with providers of differing specialisms to deliver care to people in their own homes. The estimated value of this opportunity is based on information from DCC covering all 8 geographical zones. It will not be known until after 18.3.2016 which zones — if any — NDHT has won. Information about the 8 zones can be found in section V1) additional Information under V1.2). Provision of community based support and personal care in Devon if awarded all or part of the contract by Devon Count Council. The estimated value is based on figures extracted from the Devon County Council PQQ document, the figures are estimates only for all 8 locations for the minimum and maximum term of contract. NDHT does not know at the time of issuing this PIN if it has been awarded, none, some or all of the zones.
