The Homes and Communities Agency (HCA) is the single, national housing and regeneration delivery agency for England. Whilst these sites help facilitate the delivery of the vision for the organisation, they also bring duties of care, health and safety, trespass and other liabilities and responsibilities. As part of the solution to manage such liabilities the HCA procure Services to undertake routine and emergency activities on its estate. The HCA’s procurement is led by its duty of care in relation to health & safety and building conservation as well as their responsibilities surrounding the economy, environment and society. The HCA is seeking to appoint a competent Supplier for the asbestos removal and demolition of the Former Prison Officer’s Social Club at Wealstun Rudgate Park, Wetherby, West Yorkshire, LS23 7EJ on a fixed price basis. The HCA is seeking a price for demolition to slab, and a further ‘option’ for excavation, removal and make good of building foundations acceptance of which is price dependent. The Former Prison Officer’s Social Club sits within the wider Wealstun site located in Thorp Arch. The construction of the building is single storey with load bearing external brick walls and flat roof; a two storey boiler room with load bearing masonry and flat roof located on the North West side of the building. There is no evidence of basements within the building. Freestanding external walls are also present forming a separate storage enclosure. The immediate external surfacing is generally a mix of asphalt hard standing and concrete flags. The building is approximately 34m x 33m in size. and is presumed to have been constructed in 1960/70’s. The building is believed to be in reasonable condition with no major defects. It is known contain asbestos which is required to be removed under this contract. The minimum level of Public & Employers Liability insurance cover needed for this Contract is £10 million and £10 million respectively. Professional Indemnity Insurance of £10 million is also required. Works are notifiable under CDM 2015. A Principal Designer has been appointed by the Employer. The Wealstun Social Club will be available for viewing during this Tender. Suppliers will be required to visit the site prior to Pricing and will be required to confirm this within the Tender return. Works are anticipated to commence on site 31st May 2016 and complete 29th July 2016
