Tender description

The Facilitated Return Scheme (FRS) is a voluntary return scheme for eligible Foreign National Offenders (FNOs) who no longer have the right to remain in the UK. For the individual returnee, FRS provides a dignified, supported return with the additional benefit of some reintegration support aimed at assisting with resettlement needs and providing the opportunity to establish support for themselves in line with their needs. FRS is made up of 3 stages; outreach and communications, application and case management, and reintegration support. The Authority requires a single supplier or consortium to manage and deliver the reintegration support stage from 1.10.2016 — 31.12.2018. The supplier will be funded through a Grant Agreement, not a contract signed with the Authority. The sources of the funding are both the Authority and the Asylum Migration and Integration Fund. Please be advised that this is a Grant Agreement not an OJEU and the Authority is using PIN as a market engagement tool. However, the rules governing proportionality, transparency, mutual recognition, equal treatment and non-discrimination will apply.
