MCA NATIONAL EXERCISE PLANNING (DESKTOP)

Tender description

The MCA requires an organisation to work with and assist an MCA Exercise Planning Team. The desk top exercise will be run over a two day period and will be undertaken during November or December 2016 the actual date is yet to be determined. The exercise will be to test the National Contingency Plan The exercise will involve a multi-agency response to a shipping incident inside the UK EEZ. Requirement: Phase I. Scenario Planning – an outline of requirements will be provided and the tenderer should then build an appropriate scenario to meet those requirements Phase II. Exercise Delivery – provision of Directing Staff and/or Umpires (at scene of exercise) to work with the Planning Team to oversee the activities of the different response cells Phase III. Exercise Report – compile an exercise report outlining feedback from players and, with the Planning Team, make Recommendations.
