Tender description
Brighton and Hove Clinical Commissioning Group and the City Council are looking to jointly commission a new model of care for future CSTS beds that affords improved access to step up provision for primary care and social care services, and that is more health led with increased capacity to care for people with higher levels of complexity and dependency. The current service model for Community Short Term Service (CSTS) beds increasingly fails to meet the needs of the local health and social care system in Brighton and Hove. There is very limited access to step up provision in support of primary care and social care objectives, and bed units struggle to admit and manage people with high levels of complexity and dependency, all of which can result in less than optimal flow into and through the beds. The new service will be commissioned under a lead provider model with one organisation holding responsibility for all core aspects of service delivery, whether directly provided or sub-contracted to other providers. This will provide clear lines of accountability and enhance the ability of commissioners and provider partners to address flow issues. The defining features of the service will be: (i) the need for people to access a bed for a short term period in order to achieve physical health goals (ii) for beds to support delivery of the proactive care agenda in Brighton and Hove, and (iii) that the key system outcomes defined for the service (see draft specification) are met, whether stepping up from the community or stepping down from secondary care. The City Council is offering to lease their existing two CSTS units, Craven Vale and Knoll, for the future provision of beds, but the service can also be delivered from alternative sites. Commissioners are now seeking the views of interested providers regarding how best to provide the new model of care. The Draft Service Specification attached is a current working document and is for your reference when responding to the RFI. Potential providers are asked to review the information provided (draft service specification and RFI document) and submit a completed RFI questionnaire by 10am on Monday 11th April 2016. The commissioner will be happy to discuss the requirements via a telephone conversation if required (contact details appear in the Questionnaire). The Commissioner will be offering 1:1 sessions with interested Organisations on Friday 22th April 2016. Please refer to the RFI document for further information and complete the registration form (within the RFI) which must be returned to the Commissioner to register your wish to attend. Providers who are interested in seeking sub or main contractor relationships with other providers, are offered the opportunity to indicate their wish to do so by completing the relevant part of the RFI response form (see attachment) and submitting it using the return details shown within the RFI document.
