Tender description
The renewal of the VIPER service is the approach for the provision of a video ID parade capability across the BCH forces. The parallel and on-going development of the Athena system means that it could, in due course, provide a viable and cost effective alternative to VIPER. A new VIPER contract should enable a watching brief to be kept on Athena, and its development of a video ID parade capability and image database. The future opportunity presented by Athena undermines the viability of carrying out an EU tender, since any product selected via this process is likely to be an interim solution. Furthermore, the National VIPER Bureau has indicated that it would be unwilling to take part in a tender procedure. The time, effort and cost involved in this process would therefore have a significant impact on BCH resources.
