Armoured personnel carriers

Tender description

The Police Service of Northern Ireland (PSNI) is preparing to initiate a procurement process to award a contract for the replacement of its existing armoured public order vehicles. The fleet currently comprises of 400 armoured Land Rovers of which 100 are more than 10 years old and will be replaced over 4 years. The potential scale and scope of this requirement is such that it offers a significant opportunity to bidders. The existing armoured public order vehicle used by PSNI has been based on the Land Rover Defender 110 chassis which ceased production at the end of 2015. PSNI is now looking forward for a new replacement armoured vehicle to fulfil its public order and operational requirements. Before launching a procurement procedure, PSNI and Central Procurement Directorate (CPD) are conducting market consultations with a view to preparing the procurement and to inform economic operators / warm the market to the opportunity of the future procurement requirements. The objectives of this exercise are to: —Prevent unachievable projects from reaching Official Journal of the European Union (OJEU) stage; —Gain initial supplier awareness, engagement and opinion, resulting in a confidence around viability of concept; —Gain insight to the market possibilities and potential innovative solutions; —Understand risks and issues not previously considered; —Gain initial supplier awareness, engagement and opinion; and —Inform the Procurement Strategy.
