Tender description

Southend Borough Council seeks to commission an experienced and qualified Architect-led design team with outstanding design and detailing skills to take forward the Seafront Museum Project in Southend-on-Sea. Southend Borough Council is seeking to bring together an experienced and appropriately qualified Architect-led design team with outstanding design and detailing skills to take forward the Seafront Museum Project in Southend-on-Sea. RIBA stages A to D under the RIBA Outline Plan of Work 2007 have been completed. The project received Conditional Planning Permission on 18.7.2012 (Application Number 12/00317/BC3M), and the permission has been enacted through the completion of stabilisation works. The seafront museum proposal incorporates the following uses: — 10 023m2 Museum (Class D1); — 392m2 Planetarium (Class D1) and multi-function space; — 598m2 Restaurant (Class A3); — 257m2 Café (Class A3); — 377m2 Museum shop and retail (Class A1); — 8 701m2 230 space Multi-storey car park — for use by visitors to museum and seafront. All submitted planning drawings and reports will be made available to the successful team. However, the scheme will need to be modelled and designed in BIM Level 2 which has not been completed as part of the Stage D design. The build cost is estimated to be in the range 35 000 000 GBP-40 000 000 GBP, inclusive of VAT where applicable. The design team should consist of Architect as Lead Design Consultant; Structural Engineer; Mechanical and Electrical Engineer; Landscape Architect; Acoustics Engineer; Access Consultant; Fire Engineer; museum design advisor and any other disciplines required to successfully develop the design to the end of RIBA Plan of Work 2013 Stage 4 (Technical Design). The design team will be responsible for commissioning all surveys and specialist advice required in order to complete the technical design to a level that the scheme may be tendered for construction. It is planned that the scheme will be taken forward in 2 construction phases. Phase 1 will include the car park and other elements aligned with the car park floors. Phase 2 will then incorporate the core museum elements alongside the restaurant, café and planetarium. The technical design must, therefore, enable the scheme to be delivered in these phases whilst adhering to the approved planning permission. The initial appointment will be to the end of RIBA Plan of Work Stage 4 (Technical Design) at which stage the Client will undertake a Gateway Review of the project. Should Phase 1 of the project then be taken forward the design team would be retained through to RIBA Plan of Works 2013 Stage 7. It is envisaged that the building procurement will use the JCT Standard Building Contract with Quantities although this will be subject to review during the Technical Design Stage.
