Tender description

HS2 Ltd requires Professional Services Consultants (PSCs) services to deliver Civils Design and Environmental services & Environmental Overview Consultant (EOC) services for Phase Two of HS2. The contracts for the PSC services are split into 3 Lots on a geographic basis as detailed below and Lot 3 also includes the EOC services; Lot 1 — C1000_231 — Civils Design and Environmental Services (M2 and M3 — Manchester Leg Spine and Manchester Leg Spur respectively), Lot 2 — C1000_232 — Civils Design and Environmental Services (L1 and L2 — Leeds Leg South & East Midlands respectively) and Lot 3 — C1000_233 — Civils Design, Environmental Services (L3 and L4 — Leeds Leg Central & Leeds Leg North respectively) and Environmental Overview Consultant (EOC). HS2 Ltd does however reserve the right to vary the scope of discrete elements of the services between Lots as outlined in Section VI.3 and the pre-qualification pack. Further information is provided in section VI.3 HS2 Ltd is the company responsible for developing and promoting the High Speed 2 (HS2) network and is wholly owned by the Department for Transport. The HS2 network will provide high capacity, high speed rail links between London, Birmingham, Leeds and Manchester (including Manchester Airport), with intermediate stations in the East Midlands and South Yorkshire. The new high speed network is being planned and is to be built in 2 phases. Phase 1 from London to Birmingham and Phase Two, from Birmingham to Leeds and Manchester. Phase One is not part of the scope of this procurement. The broad project aim for Phase Two is to gain Royal Assent to a hybrid Bill that enables HS2 Ltd to construct, operate and maintain a high speed railway, with the optimum balance between cost, environmental and community impact and engineering design, for the Phase 2 route, integrating seamlessly with Phase 1 and as part of a national rail network.
