Tender description

Cambridgeshire County Council (Economy, Transport and Environment Department) seeks to increase levels of cycling and walking, with a particular emphasis on commuting, from within the Greater Cambridge region (Cambridge City and South Cambridgeshire) in order to reduce traffic congestion as the city grows, and to improve the health of its population. The Council is looking to establish a high quality ‘Greenway’ network of routes into the city. Some of this exists already, some requires improvement and some new links are required. The proposed Greenway network is shown IN Appendix 2. The work required will entail: - A 2 hour start up meeting with Cambridgeshire County Council in Cambridge. - Appraisal of the 13 Greenway routes on site by foot and/or bicycle to capture information in terms of photographs, measurements, analysis of surface type and surface condition. - Compilation of a report including analysis of each route and recommendations for improving them as suitable routes in the Greenway network, to include text, photographs, maps, plans and/or illustrations. Reference needs to be made in the report in text and annotated maps as to where surface improvements are needed, widening is required, additional land or license agreements are required, and localised improvements such as improved priority for cyclists at side roads/junctions, removal of gates, barriers and pinchpoints are needed. Opportunities for planting, habitat enhancement, seating and any other features to enhance the enjoyment of the routes need to be identified. The report needs to be produced in electronic format as a pdf document. - The report would initially be in draft format, and would then be finalised following a meeting and discussions with Council officers. - Two further one hour progress meetings to be held in Cambridge. - Presenting the report findings and recommendations to a group of officers, and then to Committees on up to three occasions. - Attendance at public consultations totalling 15 hours. The proposed specification for the Greenway routes is: - An all weather, hard surface (generally tarmac) of width of at least two metres. - Where the routes follow roads these should preferably have less than 2,000 motor vehicle movements per day, and preferably be subject to 20mph speed limits. - Where busier roads are crossed there should be a suitably safe means of crossing the road. The purchase value is expected to be below £24,000. The report will be required to be completed by the end of June 2016.
