Tender description

PIN — Pre Market Engagement The Defra UnITy programme is a Defra-wide initiative to ‘join up Defra ICT’ and replace the current services provided by 2 main separate contracts, operated by Capgemini and IBM, which are both approaching the end of their terms in 2017 and 2018 respectively. The Defra UnITy Programme is made up of five different work-streams each looking at delivering distinct IT services; Service Management (including Service Integration), Connectivity, Legacy Hosting, End User Environment (EUE) Systems Integration and Platforms. Engagement with ICT suppliers is planned in each of the work-streams over the coming months. This opportunity is for delivery of a National Managed Print Service under the UnITy EUE work stream. Defra wishes to engage with potential suppliers of Managed Print Solutions to enable us to understand both probable options and supplier interest ahead of the impending replacement of all of the existing Managed Print Services. Please note this is not a call for competition, and this notice does not act as formal notification of an upcoming opportunity. The existing Managed Print service currently encompasses: Example Service Requirements — (not an exhaustive list). — The Service includes the provision, support and full life-cycle management of Network attached MFDs (that include printing, scanning and photocopying functions or agreed combinations as specified in the Goods Catalogue) and associated consumables. — Over 23 000 end users in 6 major organisations; Natural England, The Environment Agency, The Rural Payments Agency, Marine Management Organisation, The Animal and Plant Health Authority and the core Defra department. — Deploy, install, service activate and maintain MFDs in accordance with the Device Installation, Maintenance and Remote Support Process as defined in the Policies and Procedures. — Support, manage, maintain, refresh, consolidate and rationalise the hardware estate where possible; — Maintain strategy, policies and guidelines for deployment and usage, e.g. use of duplex; personal printers and minimised model diversity. Provide an effectiveness report on the usage of MFD's quarterly to Governance meeting. — Provide a mechanism for collection and recycling of waste toner cartridges. Existing Service Levels and Resilience: — Manage and resolve Network attached MFD Incidents (including related network connectivity issues) in accordance with applicable Service Levels. — Live environment — Service level of at least 97 % availability. — 2-3 environments: testing, monitoring, validation, and training. — Unify with supplier end help desk service. Indicative Sizing metrics: Number of Organisations currently in Scope of UnITy Managed Print Service 6 Number of Office Locations across the Organisations >279 Total number of existing devices / assets 1 500 Combined Annual Colour Print volumes 25 000 000 Combined Annual Mono Print volumes 51 000 000 Future number of concurrent users of the Managed Print solution 23 000 Defra is also considering the extension of the current service to include: — Air print Services — print from any device. — Consumables provisioned within the contract. — Proactive maintenance reporting and part ordering. — Thames Barrier printing requirements. The financial values cited below are indicative only and relate to the estimated cost per annum and includes cost of capital.
