Tender description
King’s Island lies in the heart of Limerick City and is surrounded by the waters of the River Shannon and the Abbey River. Both the River Shannon and the Abbey River are tidal at this location and the island is susceptible to both coastal and fluvial flood risk. There have been a number of instances of flooding on King’s Island, most recent instances dating back to 1999, 2002, 2009 and last year in 2014. The flooding tends to be particularly significant when high tide occurrences combine with extreme storm events. Very significant flooding occurred in spring 2014 when the existing defences failed locally allowing ingress of flood waters. Major improvements to the flood defence regime are required to try to prevent re-occurrences of such flood events. With this in mind, Limerick City and County Council have prepared the current brief to engage consultants to assess, develop and design an appropriate viable, cost-effective and sustainable flood relief scheme which aims to minimise risk to human beings, the existing community, social amenity, environment and landscape character. The objectives of this Project are to bring a scheme from preliminary design (Stage I), assessing various options available, through public consultation, detail design and environmental procedures to possible An Bord Pleanala Public Inquiry (Stage II). Subject to successfully satisfying an Bord Pleanala requirements, the scheme will then be tendered (Stage III), constructed (Stage IV) and delivered in completed state to the client (Stage V). The successful consultant will be required to lead the scheme through each of the above stages. In carrying out the Project, the Consultant may build upon the hydrological, hydraulic and other assessments carried out as part of the Shannon CFRAM.
