Tender description
NHS England — North (Yorkshire and the Humber), are inviting expressions of interest for an Urgent Dental Care Service (Personal Dental Service Agreement). The service will provide the full range of urgent dental care services required for: All people resident in Sheffield area or patients who regularly access dental services from a general dental practice in Sheffield; and people who are temporarily resident in Sheffield who require immediate emergency treatment; for example, visitors, traveller families, students etc. within Sheffield. The provider must provide a service for adults and children of all ages, which will include provision for people with additional special care needs. The provider must provide the service 7 days a week, 365 days a year. Appointment times will be agreed with NHS England at the point of Contract Award. The total contracted number of appointment slots for 1.7.2016 to 30.6.2017 is 8 012. Each Appointment is 15 minutes in duration. The service must include the following elements: — Clinical assessment and treatment; — Procedures to encourage patients without their own dentist to access general dental practice services; — Provision of information for patients including a description of the service, contact details, and complaints procedure; — Communication of a patient's care episode (including X rays, if taken) to a patient's existing dentist; — Referral to secondary care providers where surgical intervention is required; and Advice, signposting and referral to other services, including non-dental services such as the falls service, smoking cessation service if appropriate The overall aim is to provide a high quality, value for money, patient centred urgent dental service to the population of Sheffield. The service will promote the importance of good oral health and provide urgent dental services for the relevant population. Services will be marketed to attract all sections of the population including hard to reach groups. Please note that there is no pre-determined site for this service and therefore potential bidders will be required to advise in their bid where they intend to deliver the service from. Premises funding is included within the contract value of 416 504 GBP per annum, based on indicative activity of 8012 urgent appointment slots. Premises should be in close proximity to Sheffield City Centre with excellent public transport links and nearby parking facilities. Upon sufficient expressions of interest being received, it is envisaged that tender documentation will be issued by the end of April 2016, with an anticipated service commencement date of 1.7.2016. The contract will be offered for a potential contract term of between 3 — 12 months, at which point the service will be reviewed as part of a Yorkshire and Humber wide project. Any potential future procurement will be advertised on Contracts Finder and the Official Journal of the European Union (OJEU). Under the Public Services (Social Value) Act 2012 the contracting authorities must consider: How what is proposed to be procured might improve the economic, social and environmental well-being of the relevant area (‘area’ is the geographic area for which the procurement is taking place); and How, in conducting the process of procurement, it might act with a view to securing the improvement. North of England Commissioning Support (NECS) is running this expression of interest process for and on behalf of NHS England — North (Yorkshire and Humber), the contracting authority.
