Tender description

Subject to programme design and funding approval, the UK's Department for International Development (DFID) will be seeking Partners / Suppliers to implement from November 2016 a Technical Assistance Facility for a proposed UK Government North Africa Good Governance Fund. The TA Facility will support increased stability in North Africa benefiting the following 5 countries: Egypt, Libya, Tunisia, Algeria and Morocco. The Facility would start small and, dependent on satisfactory performance and sufficient demand from HMG Posts across the region, there is potential for the contract value to increase up to a maximum of 50 000 000 GBP over 4 years, with funding coming from the Conflict Stability and Security Fund (CSSF), overseen by the National Security Council (NSC). The Technical Assistance Facility (TA Facility) will provide call-down expertise to support improved stability in North Africa. The TA Facility will contribute to the following National Security Council objectives for North Africa: — More accountable, responsive and inclusive governments — Growing and inclusive economies, increasing jobs and investment — Improved state and regional security capacity — Increased intra-regional cooperation and response to reduce migrant flows and trafficking networks. We hope that there will be a wide range of participation at the event from the private sector, NGOs and others potentially interested in bidding for this contract. There will be time available at the end of the event for networking and an attendance list will be circulated after the event. Partners / Suppliers interested in attending the event should register on the DFID Portal (https://supplierportal.dfid.gov.uk/selfservice/) and use the ‘Dialogue / Clarification’ function to provide the primary contact e-mail address, telephone number and the name of the individual (1 only per organisation owing to space limitations) who will attend the event. This will be the main communication channel. We are happy to receive questions, comments and suggestions in advance, which we will respond to at the event, and we will not disclose the source of these when responding. Only Partners / Suppliers who pre-register in this way will have security clearance to attend the event.
