Tender description

This contract is for the provision of a new railway communications based train control (CBTC) system for the Piccadilly line of London Underground with options for the Waterloo and City, Central and Bakerloo lines. This forms part of the New Tube for London Programme (NTfL). For the Piccadilly line, the CBTC system is planned to be commissioned into full main line operation at Grade Of Automation 2 (GOA2) with future migration to Grade Of Automation 4 (GOA4) including maintenance depot areas. For the Waterloo & City line the system is planned to be commissioned straight into GOA4. For the Bakerloo line, the system is planned to be commissioned into GOA2. There will be no GOA4 operation. The Bakerloo line scope includes the section on Network Rail infrastructure from Queen's Park to Harrow and Wealdstone. For the Central line, the system is planned to be commissioned into full main line GOA2 by 2033 with future migration to GOA4 including maintenance depot areas. The total route length to be equipped is approximately 190 km of double track running lines plus depots. A full description of the requirements will be stated in the Invitation to Negotiate documentation when issued. The main scope of the work is expected to include the activities listed below, however some scope may be included as options, including those elements referred to in II.2.2:- 1.The design, manufacture, supply, installation, testing and commissioning of: — Automatic Train Control (ATC) systems. The system shall provide Automatic Train Protection (ATP) with Automatic Train Operation (ATO) up to GOA4; — Automatic Train Supervision (ATS) and Automatic Train Regulation (ATR) systems operated from a single Operational Control Centre (OCC), with control capability for each line, and a Back Up Control Facility (BUCF); — A communication system for communications between track and train (for signalling purposes and some train-related alarms only); — A fixed transmission network to link all elements of the system; — All necessary additions to the system to enable automatic operation of unattended trains in depots for GOA4; — Train carried equipment for the system into the new fleet of passenger trains for NTfL (total fleet approximately 250 trains); — Train carried equipment (ATP only) for the CBTC system into the existing and new fleet of engineering trains (approximately 57 vehicles); 2. Interfaces with other systems, procured or operated by London Underground as separate works packages. Such other systems may include: Power distribution Platform Edge Doors, Operational Control System (OCS) and similar systems; 3.Interfaces to allow operation with signalling systems and trains provided by others; 4.Provision of Signalling System Training Simulators for both LU Maintainers and Operators; 5.Provision of training and tools (including diagnostic apps, etc) for LU Operators and Maintainers; 6.The safety assurance of the complete CBTC system; 7. Agreement(s) for the provision of spares, maintenance and other support services post completion of the system; 8. Agreement(s) for the provision of services, supplies and works to support modifications and extensions to the system and related infrastructure post completion; 9.Migration from, decommissioning, removal and disposal of all legacy signalling and signalling control equipment and cables.
