Tender description

The Big Lottery Fund is seeking to procure service providers to deliver mentoring services to the Fund's grant holders that receive large grants for community assets (Mentors for Capital Large Grants for community assets or Capital Mentors). The Fund is looking to appoint suitably qualified service providers (Capital Mentors) to a framework Agreement to provide services to the Fund on a call off basis during the period of 15.6.2016 to 15.6.2020. The Framework opportunity is split into 11 separate lots (geographic areas in Scotland) and suitably qualified bidders may tender for appointment to one or all lots. It is not possible to predict the value of work that may be awarded under the Framework Agreement with certainty but it is expected to be no more than 400 000 GBP (including VAT and expenses) over all 11 Lots for the 4-year term of the Framework Agreement. The Fund will expect the following services to be completed by Capital Mentors under all lots when the service is called off during the term of Framework Agreement: — To assist applicants in the preparation of design briefs — To assisting applicants in the procurement of design teams and contractors in a publicly transparent and accountable manner using quality and price — To assist applicants in completing the technical aspects of applications to BLF including appointing design teams, contractors and other activities like site surveys, statutory approvals, claiming valuations and settling final accounts — To assist applicants procure buildings on budget, time and with a design that meets their needs The Framework opportunity is be split into 11 Lots based on Scotland's 32 Local Government boundaries and Lot 1 is for capital mentoring services in Shetland. The Fund intends to appoint up to 3 Capital Mentors in each of the 11 lots. Prospective capital mentors should identify in their bids which Lot/local authority area(s) they are able to work in. The Fund makes no guarantees as to the quantity of services it may order during the Framework Agreement term. We will place orders for services under this Framework Agreement from the appointed service providers at its discretion as and when the need arises. The Fund will place orders for services under this Framework Agreement from the appointed service providers at our discretion as and when the need arises.
