Tender description

Flintshire County Council are looking to contract with a suitably experienced service provider for the treatment/disposal of approximately 34 000 tonnes per annum of the Councils municipal waste arising's over a 30-month period with an option of a further 2 year extension to the arrangement (renewable every 3 months). The Council currently delivers approximately 24 000 tonnes of domestic waste into its own transfer station which is then bulked and hauled to landfill, with a further 10 000 tonnes of waste from Household Waste Recycling Centres delivered directly to landfill. Garden waste is also stored and bulked up at the transfer station. Domestic waste alternates with garden waste collections from residential properties in Flintshire with a fleet of up to 6 vehicles, tipping twice daily, 6 days a week (Monday to Saturday) with a plan to extend the service to 7 days a week from October 2015. The Council's current recycling performance is predicted to be 56 % for 2014/15 but with challenging targets ahead. The Council is facing significant reduction in it's revenue budget in the next 3 years and costs of waste landfill or treatment will be the main consideration when deciding the most appropriate type of disposal. The Council's current performance is in line with Welsh Government targets and our aim is to ensure that these are maintained in the most economical way through the award of this contract.
