Tender description

London Borough of Barking and Dagenham (LBBD) are considering the outsourcing of the management and operation its leisure centres to an external partner and are seeking the views of interested parties by way of an early market engagement. The Council has recently invested circa £30 million to develop two major new leisure centres at Becontree Heath Leisure Centre in Dagenham and Abbey Leisure Centre in Barking, LBBD currently directly operates both centres which together generate almost 1 500 000 visits and over 5 230 000 GBP of income per annum. The Council considers that there is significant potential for an experienced and innovative leisure operator to increase income and reduce operating costs in order to generate a substantial concession payment to the Council, whilst retaining affordable community access. LBBD have prepared a prospectus which provides more detail about the Council's leisure facilities and its longer term strategic plans and priorities. The prospectus also sets out the topics under which the Council wishes to engage with the market, to help inform it of the long term benefits of outsourcing the management of its leisure facilities. The topics include but are not limited to: procurement route, contract length, the allocation of major revenue, operating and property risks, the indicative concession payment, and the scope for increasing usage of the centres. In addition to leisure centres, LBBD would also like to explore the potential and benefits of including the management of its other leisure facilities and/or libraries services within any potential future outsourced contract. Organisations that are interested in early market engagement with LBBD should register their interest by emailing peter.appleton2@lbbd.go.uk no later than 9:00 on Monday 18.1.2016. The prospectus will be forwarded to those following organisations that have registered an interest. LBBD are issuing this notice for the purpose of pre-procurement market engagement under Regulation 40 of the Public Contracts Regulations 2015. The notice is for information only and is not a call for competition under Regulations 26 (9) and 48 (5) — (7) of the Public Contracts Regulations 2015. LBBD will use the comments and feedback from the early market engagement exercise to inform the final decision as to whether to outsource the management of its leisure centres, and the detailed process for procuring any future external partner. Should the Council decide to undertake any formal procurement process for a future Leisure Management Contract, a separate Contract Notice will be issued in 2016. Participation in this market engagement process will be at each suppliers own cost. The Council will not reimburse suppliers for any costs incurred as a result of the market engagement.
