Tender description
The Authority has received funding from the European Maritime and Fisheries Fund (Article 47) to pursue projects that support the implementation of European Union control, inspection and enforcement systems as provided for in Article 36 of Regulation (EU) No 1380/2013 and further specified in Regulation (EC) No 1224/2009. The Authority intends to establish an agreement with one service provider to research the development of a fisheries control data analysis tool that will assist the Authority to create a range of applications that identify high-risk inspection targets and to provide reliable reports for use in the Authorities port-based regulatory work or as desk-top based analysis of fisheries data. Of particular interest will be analysis of data that can be used to develop systems that can identify anomalous fishing behaviour and patterns such as consistent entry into port at off-peak times; “miracle catches”; variations in reported catches of quota species in relation to fishing opportunities under Irish and other Member State quota management regimes; reported catches of fish inconsistent with the registered size of a fishing vessel and reported catches of quota and/or non-quota species incompatible with the norms of known fish biology or behaviour, as a few examples. This Request for Tender (RFT) issued by the Sea Fisheries Protection Authority invites suitably qualified service providers with extensive experience in fisheries control data streams (particularly those used in Ireland and other EU Member States); high capability with GIS and risk analysis systems and a proven track record with the same.
