Tender description

The East Dunbartonshire Council has a duty, under Section 1 of the Education (Scotland) Act 1980, to provide appropriate Early Learning and Childcare for children in the East Dunbartonshire area who are aged 5 and under, and who have not yet commenced attendance at school. The Council has a requirement to provide an Early Learning and Childcare service in nurseries that is in-line with the Scottish Government and the Council's guidelines and policies. The purpose of this purpose of this procurement process is to ensure the Council Secures Early Learning and Childcare places in nurseries from providers in the voluntary and private sectors and that procedures for purchasing those places are clear, consistent, transparent and legislatively compliant. The Council wishes to ensure that the Services it purchases: — Meets the assessed needs of individuals and families in East Dunbartonshire in-line with relevant legislation and guidance; — Provides a high-quality service that promotes positive outcomes for children and their families; — Develops strong and effective partnerships between the public, private and voluntary sectors; — Takes account of the need to ensure sustainability and build capacity where appropriate are developed on the basis of robust information about quality and cost-effectiveness of services.
