Tender description

Westminster City Council (‘City Council’) seeks a service provider for the collection, transportation, secure storage of stray animals, 24 hours a day, 7 days a week from defined areas within the 3 London Boroughs of Westminster, Hammersmith and Fulham and Kensington and Chelsea. The service may include tagging/micro-chipping of animals and where necessary the return of animals to owners; the kennelling, re-homing, and processing of stray dogs collected in accordance with DEFRA and RSPCA guidance; the enforcement of the Councils' animal fouling by-laws and other relevant Legislation; and the education of Customers. The framework will be for a duration of 48 months and no other purchasers are named on the agreement, other than those already named. Contracts called off the framework will be for 3 years with the option to extend for another year. The contracts called off the framework will vary dependent on the requirements of each Council named on the framework. This tender will be the subject of a pilot for introducing social value commitments. Therefore bidders will be expected to deliver no less than 10 % Social Value (i.e. 10 % of the contract value on an annual basis).
