Tender description

In the event the Council determines they need to carry out an investigation concerning an employee, with advice from the Council's Human Resources Advisory Team, a formal investigation is commissioned and where it is deemed an internal investigator is not appropriate, this may be using an officer external to the Council to establish the facts of the case, only to determine if there is a case to answer based on the analysis of the findings. They may be required to present the investigation findings at a hearing/Employment Tribunal. The matters that require investigation may be wide ranging and varied in nature. The Council is setting up a Dynamic Purchasing System (DPS) for external investigator services to allow the Council to buy investigation services from a list of approved providers who meet a certain set of minimum standard and agree to a common set of contractual terms. Approved providers will then be able to bid for the Council's contracts to deliver external investigator services. The DPS will remain open for new providers to join at any time for the duration of the DPS (i.e. up to the ‘Contract End Date’ as advertised).
