Tender description
The Isle of Wight Council invited tenders from suitably qualified and experienced providers for the provision of supported accommodation across seven services on the Isle of Wight, for people with various support needs. The provider will be required to support the service users with housing related support tasks to gain their independence and focus on a positive move on into independent living. Tasks will include but are not limited to: budget management, avoiding homelessness, maximising income, looking for work/training, dealing with correspondence and debts and seeking accommodation when ready for move on. The provider will provide suitable accommodation with support but we will not pay for the housing management costs or for unreasonable voids. The provider will be expected to support the service user to enable a move on whether this is a planned move-on or not (i.e. if a notice to quit has been served) support will still be provided to the service user. The provider will be expected to ensure that support is provided at an appropriate time to meet the needs of the service user bearing in mind that this may not be limited to 9am-5pm or weekdays only. The provider will ensure that overnight or weekend staff are provided as part of the procedures for the management of the building, but not in relation to the provision of support, if it is felt appropriate for the nature of the accommodation being provided. Service users will be provided with details of how they can access emergency assistance in relation to any management or maintenance issues that may occur out of hours. Each service user will have a referral and assessment form completed with them to ensure they are eligible to receive support. The referral form is to be completed by an approved referring agency who is working with the service user. If the service user has not got a professional working with them they will need to be assessed by the Housing Duty Team. The contract is to run from 1 April 2016 for a period of 42 months with the option to extend for a further period of up to 2 years at the sole discretion of the Council.
