Establishment of a Dynamic Purchasing System for Advocacy Services

The London Borough of Ealing is establishing a Dynamic Purchasing System (DPS) for the provision of Advocacy Services for vulnerable children and adults. This will cover services in the following categories: a) Independent Mental Health Advocacy (IMHA) meeting Mental Health Act duties b) Independent Advocacy meeting Care Act duties and Independent Mental Capacity Act (IMCA) Advocacy, including Deprivation of Liberties Services (DOLS) c) Domestic Violence Advocacy Services d) Advocacy for Looked After Children e) Advocacy for Children with Additional Needs f) Advocacy for Young Carers The Dynamic Purchasing System will be established for a period of 3 years plus two possible options to extend in yearly increments up to a maximum duration of 2 years. The DPS will enable the Council to facilitate greater choice and flexibility for Advocacy services, as well as drive improvements in quality in the market. The DPS primarily will be used for block and spot procurements for Advocacy. Prospective Service Providers are invited to apply for one, more than one, or all of the categories to be considered for enrolment to the DPS at any time during the life of the DPS. Applications will need to be received by 16:00 hours on 31st January 2018. Notification of all specific requirements will be made to all admitted to the DPS within the specific category. Services purchased via the DPS are required to be accessible to Ealing Council as outlined in the category service specifications and terms and conditions of this arrangement.
