Programme of air emissions compliance monitoring at selected Dioxin (and Standard) EPA licensed sites in the Republic of Ireland.

Tender description

As part of its regulatory functions and to provide public confidence, the EPA's Office of Environmental Enforcement carries out an annual programme of independent atmospheric emission monitoring of Dioxin emissions (and associated Standard emissions) from selected licensed sites each year. The OEE wishes to outsource this programme of independent monitoring by means of a competitive tender. The contract will be of approximately 3 years duration (project must be completed by the end of 2017). The three-year monitoring programme is to commence in the first quarter of 2015, and the project is expected to be completed by around September 2017. The OEE is inviting suitably qualified individuals and/or organisations who have attained ISO 17025 accreditation (and TS 15675 ), to submit a tender to carry out a programme of priority & dioxin air emission compliance monitoring at selected licensed sites. The scope of accreditation held must satisfy the Agency’s requirements as outlined in the EPA “Policy on Monitoring of Stack Emissions at EPA Licenced sites” http://www.epa.ie/pubs/advice/air/emissions/EPA%2017025%20Policy.pdf. Careful note should be paid to the accredited monitoring requirements applying from January 1st 2015 and also the requirements pertaining to QMS and documented procedures. Where accreditation is a requirement for monitoring, accreditation shall be maintained throughout the course of the project. The tender specification describes the scope of work to be carried out by the successful tenderer.
