Provision of Procurement Target Operating Model

Tender description

The objective of this tender is to partner with an organisation who can assist us with the development of a Target Operating Model (TOM) for Ofwat's procurement function. The Procurement TOM project will develop the structure, skills, processes and information to deliver a business focused procurement service to meet Ofwat's future needs. The project will improve the planning of the procurements, creating a planned, up to date pipeline of work as well as improved systems and processes to provide compliance with EU procurement regulations and Cabinet Office Controls and HMT consultancy approval requirements and ensure that value for money is central to all procurement. Scope of work We are looking to work with an expert provider in procurement and change management that, in alignment with best practice and the organisation's risk appetite, can provide: i) An improved procurement process. A lack of clarity on how procurement works, the rules that regulate the way Ofwat purchases goods and services and the complexity of many of our purchases has resulted in a process that lacks efficiency and is labour intensive for the procurement team. This element of the project involves the streamlining/simplifying the process of procurement, which promotes and enables Ofwat's people to purchase some goods and services for themselves. Ensuring good process/systems are in place from pre-contract, through to the tender process and contract award, resulting in contract. Using...s improvement of the procurement service. - To clearly set out the customer service offer from procurement to the rest of the business, through the development of a culture of customer and supplier feedback, ensuring we learn from the feedback and a process of continuous improvement is developed and embedded through the procurement service. Dissemination - To improve the resilience of the procurement function, ensuring that in periods of increased procurement activity a lack of resources in the procurement team does cause delays to procurement exercises or any stacking up of procurement administration which is now central to our ability to close month-end and pay suppliers. This should include an area on our external and internal websites where guidance for users and suppliers can be held to reduce the burden on the procurement team. This will contain guidance for staff as well as information on timescales for procurement. Documentation for bidders would also be held on here including examples of standard terms and conditions. We suggest the key advice on following areas: - Training pack and dissemination tools of procurement for the wider staff base of Ofwat leading to a self-service culture - Assessment matrix which allows individuals to define when key advice should be sought from the procurement team (e.g. small scale, uncomplicated, low risk procurement activity) - Assurance framework which allows procurement of interim staff by our human resources team
