Tender description
1.1 Gloucestershire County Council is seeking a Provider to; • Receive welfare support applications (strand 1) • Assess these applicants against set eligibility criteria • Allocate discretionary awards (furniture, white goods, essential household equipment and fuel / electricity tokens) • Receive welfare support requests from Gloucestershire County Council workers or workers nominated by Gloucestershire County Council (strand 2) o These will not need to be assessed o Allocate discretionary awards (food delivery, fuel / electricity top up, furniture, white goods and essential household equipment) • Ensure delivery of the welfare support awards – predominately voucher and non-cash awards • Analyse demand and manage budget • Liaise with suppliers The overall aim of the Gloucestershire Welfare Support Scheme (GWSS) is to deliver awards to support those who meet the eligibility criteria or for whom support is requested by Gloucestershire County Council. The service elements to be provided are: -Assisting with applications ensuring access for people with a variety of access needs, -Assessing people’s needs accurately and prioritising awards in a timely manner, -Managing an internal appeals process for those applicants ejected, who have new evidence to appeal, -Receiving welfare support request from Gloucestershire County Council workers or workers nominated by Gloucestershire County Council -Delivery of awards within 24 hours to 10 Working Days of receipt of a fully completed application, which includes arrangements for a fast track process. -Good case management to minimise fraud and provide management information to the council for future planning, -Building good working relationships with community suppliers to develop a reliable delivery chain, -Building good relationships with organisations to support applicants -Having good procurement process to ensure value for money and added value.
