Tender description

NHS England Lancashire and Greater Manchester are the accountable authority for the provision of local GP practice services in the Lancashire and Greater Manchester area. Under the co-commissioning arrangements in place from April 2015, Clinical Commissioning Groups (CCGs) have delegated responsibility and together with NHS England are currently reviewing a number of practices in the Greater Manchester Area. NHS England Lancashire and Greater Manchester and NHS Oldham CCG (the Contracting Authorities) wish to engage with the market to gather soft market testing in order to gain a better understanding of both the level and interest within the external market and information gathering from those interested organisations. Accordingly the Contracting Authorities are asking the market to complete a Request for Information (RFI). North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this process for and on behalf the Contracting Authorities. The Contracting Authorities and NECS will act in accordance with their duties under the Freedom of Information Act (2000) and Data Protection Act (1998) in relation to all information received via this RFI. To express an interest in participating, please access https://in-tendhost.co.uk/necs/aspx/Home and please click the button marked View Details. From this area, you will be able to express your interest by selecting the button marked Express Interest. Any organisations who wish to provide a response to the RFI are requested to complete and return their response by 12:00 noon on 14 January 2016, by uploading them onto the NECS e-tendering portal using the designated placeholder. Following receipt of the RFI responses, the Contracting Authorities may seek to hold 1:1 sessions with those organisations who submit an RFI response. It is envisaged that (should the Contracting Authorities choose to hold these sessions) these will take place 19 -20 January 2016 however the Contracting Authorities will confirm this with all responding organisations. It should be noted that this facility allows organisations to express an interest in this service and this is NOT a pre-qualification questionnaire exercise and is NOT part of any pre-qualification or selection process. It is intended as an awareness, communication, and information gathering exercise. An Expression of Interest is no indication of a commitment to participate in the RFI process nor does it infer any preferential or special status on those providers who do submit an interest. It is envisaged that the tender documentation for the re-procurement of these services will be issued during February 2016 with an anticipated service commencement date of 01 August 2016.
