Tender description
The Better Care Fund is seeking to put in place a pilot to test the feasibility of Wellbeing Co-ordination initiative. It is intended that the successful providers will be awarded with (a) Grant(s), so a standard procurement methodology is not required. However, given that the grant(s) awarded are considered to be sizeable, it is seen as advantageous to run a process which closely mirrors the open process as described in the Public Contract Regulations 2006 (as amended). This also brings the process in line with NHS England’s guidance for making use of grant agreements. The grants which are ultimately awarded will seek to test the viability of the Wellbeing Co-ordinator Initiative in a number of Birmingham localities as specified below: • Lot 1 – Birmingham Eastern Federation • Lot 2 – Kingstanding • Lot 3 – Prime Minister’s Challenge Fund (south Birmingham) • Lot 4 – Sutton • Lot 5 – Modality (West Birmingham ) • Lot 6 – Hall Green The total value of grants to be awarded as part of this process is £410,000. Note as this process is to award a grant, under Section 64 of the Health Services and Public Health Act 1968, only voluntary sector organisations are eligible to apply. The service itself aims to allow a single point of access for members of the public to access services which promote wellbeing. This may be through a GP or Multi-Disciplinary Team (MDT) referral. The successful organisations will be responsible for delivering and co-ordinating the Wellbeing Coordinator Initiative. It is expected that the services will be diverse in nature and that they will have a good understanding of the cultural diversity of the geographical area in which they operate.
