Assignment under the Market Research Framework MR130001 HMRC is seeking to commission an organisation to undertake research to inform the design of the Juvenile National Insurance (NI) Number registration call to action letter. HMRC is responsible for issuing National Insurance (NI) Numbers to young people aged 15 years and 9 months.Migrating the processes to a digital platform will provide an opportunity for young people to build up a digital footprint that will give young people some of the building blocks required to ultimately view their Digital Tax Account and other HMRC/government services.It will be the first opportunity that a young person has to engage with government and this sets the tone that digital engagement is the norm.
